It's the same deal right now with players who want to be phantoms, keepers, or wilde characters. The admins have to make the rep change, but they cant watch every player in the game who wants to join those groups - so the factions who run those groups are the ones who decide who joins and who doesnt, after observing their behavior in-game.
The more i think about it, the more i'm starting to like your solution.
It still seems "wrong" to me to have ship buying restricted and controlled by faction leaders.
No offense faction leaders, but are all of them(who are in a faction that has caps) responsible enough for this?
Some of them may not even want this responsibility, that has to be taken into consideration also.
And the npc factions that have multiple player factions, what then?
