Harmony has, on multiple occasions openly cooperated with the Royal Navy in combat against Liberty, this is where we're coming from with that.
Choosing who to engage and who not to isn't equal to collaboration. The Gallic War was not Harmony's war, destroying nomadic influence from the Navy is. Not being in an open state of war is not equal to cooperation. In addition there's zero physical evidence available to the Legion and Commonwealth to support such statements.
