The Outcast ID, which you are requesting be the base for your faction ID, can already engage everything it would ever want to within your ZoI, and you can already demand sci-data because the Outcasts are an unlawful group. They, for all intents and purposes, have no laws, and therefore can demand anything they want, within the scope of the rules. The only exception I can see is that the OC ID cannot natively engage anything within Phi, which I'm assuming you're wanting so you can include transports. That's acceptable, and logical as a guard faction, but the other is completely redundant.
Thirdly, I'd recommend edging away from trying to engage every ship you can get your guns on. I agree with @Chiper-No. Engaging a ship in Phi that follows the guidelines of your ID lines is a bit hypocritical, and it looks bad going into officialdom for a second go-around.
Finally, I'm hoping to see more than just documentation and the usual OC guff from IRMM, as you seem to like to advertise in your info page. Research factions don't go around enforcing laws, especially if you're, quote, 'devoted to scientific research, development and warship construction', unquote, though in your case Phi is understandable.
Those are my two cents at least.
I'll look forward to doing things with the IRMM and RoM in the future.
Thank you for your feedback Spectre. I do not agree with everything you said, but you raised some valid points that will be addressed.
In regards to you, Chiper. With history of factions such as the Maltese Republic and MOA, it is necessary to prevent any unidentified outcast vessel from entering the guard system. As you don't seem to be aware there has been a long history of Outcasts shooting at each other. From an inRP stand point it is dangerous to leave loose ends unaccounted for. Thus the hyper vigilance.
If you don't want to be shot, I suggest next time instead of flying off you actually type something out and roleplay. However you fled further into the system, which warrants an enormous amount of concern. You handled the situation poorly and payed the consequences.
Also... we don't need permission to use lines on an ID. That's why IDs are there, to tell you what you can do.
