Bretonia / Rheinland borders

Raises the question. Is Magellan and Cortez shared between Bretonia and Liberty and therefore these two systems are owned and not neutral?

Quoting from House Roleplay Laws:

The house of Liberty means the systems of New York, California, Colorado, Texas, Virginia, Ontario, Alberta, Pennsylvania, Kansas and any immediately connecting independent systems, such as but not limited to Magellan and Hudson. Note, this is not a territorial claim to the referenced independent systems, which are widely recognized as neutral space.

Answer: If I interpret it right. Magellan is neutral, but since it's bordering Liberty, laws are still enforced by Liberty in Magellan.
Similar situation supposed to be in Bretonia, but they updated themselves too long time ago. They are supposed to consider Magellan as neutral too, while having law enforcement too.
