I don't really feel that this is fair statement. Alberta was an Ageira test site, Kansas is a no man's land, Puerto Rico shouldn't even be blue. So Liberty gets 8 systems.
Kusari - Tohoku, the alien stronghold? Seriously? Chugoku and its Dragons?

Honestly, the most exhausting and morale breaking part of this job is dispelling disinformation and paranoia.
The original vote was to rename the planet, so if somehow what players desire by simply voting is somehow the basis for development, then why not so the planet as well.
As for the system count, I don't disagree that the systems you mentioned are not house systems, yet the navmap keeps them coloured, because Vanilla treated named systems that are linked to the house naming scheme as that houses colour, regardless of defacto ownership. Yet for some reason Leeds, Dublin and Edinburgh were stricken from Bretonia and the same standards were not applied to other houses. Why? Because developers wanted to send a message to Bretonia telling us to back off from our former systems, and that Enclave are untouchable. If you're striving systems off, apply the same logic to all houses.
Oh and add Puerto Rico to the systems that aren't house controlled but coloured.
