Cheers. I guess Shikoku but only as far as the station is acceptable. Does this effectively mean that once someone runs for Kusari space, they're off the hook? I actually kind of like this; it has that run for the border feel.

They are not off the hook. The KNF will evaluate whether they are a threat to Kusari and take appropriate action.
