Looks like my previous record was never sent, so here is our assessment on Sprague:
The planet's biology is in large parts compatible with human life, although the arid nature of the planet makes farming difficult. The planet has rather large amounts of cobalt and titanium, several shanty towns are mining already.
Population-wise, Sprague's estimated population is completely outdated, based on our own surveys and estimates, it's somewhere between 15 and 18 million people, mostly refugees. Most settlements are compromised of repurposed materials, ranging from tents and shipping containers, to broken-down ships.
If Planetform should decide to touch the planet, lowering the average temperature would have minimal effect on the biosphere, and the nearby Graham Ice Cloud can provide sufficient amounts of water.
On a personal advice, We should put enviromental restrictions, in order to not turn the planet into another Leeds.
