Good to hear you are doing well, and I hope the Harlow had no issues moving to Scarborough.

And for your proposal. I like the concept of Oversectors, and this concept has my backing. However I do believe some considerable changes should be made to the proposed fleet content.

Central, South, North and Outer.

Central is New London and Leeds, and while Leeds is a wreck, it is still the heart of Bretonia if only symbolically.
The fleets under central are the Norfolk, as well as forces based on planet New London. And while it is tempting to place the Essex within this sector, I feel a newly constructed fleet is more suited, one to replace the Suffolk.

South is Cambridge and Nottingham.
Fleets under are the MacDuff and the planetary forces of Cambridge and Sprague. We also need a new fleet constructed for this area of operations to replace Norfolk, and as above, one should be created in name, and slowly filled with ships. The Commander of this sector should work on the fleet to be built for Cambridge.

North is Manchester and Newcastle +Tau.
Fleets under are the Harlow, which is to be fully upgraded to a fleet, and the Grimsby that retains its small status. Winchester may be as you suggest, and the commander of thisl area of Bretonia can divide their time between building Harlow up, as well as the fleets to be assigned to Central, and training the crews of the ships to be built. While indeed it can be in charge of reclaiming Tau, I do not think this is a short term goal due to our military situation.

Outer is Dublin, Poole and Exeter +Omega.
Dublin should be assigned the Essex, though it is currently in New London this is not a long term situation. Ark Royal is in Poole and destined for Exeter to replace the recently lost Stirling. These two fleets should hopefully be able to handle the intensive combat being faced by these three outer systems. Anything less and we risk disaster.

As for commanders of each zone. I will take on the task of Outer as you mentioned, only with 2 fleets instead of 0. Due to the difficulty of Exeter politically and Elizabeth Halls role there, she will be my deputy. Steiner will naturally take Central, and you can take South as suggested. North will be assigned to McKinley.
