Not a single person is surprised by this shocking development. The policy of not giving a single damn about what the players and the factions want was made clear enough and further reinforced by this process that has no other purpose than creating an artificial bottleneck, including by discouraging people from submitting anything through yet another opaque administrative process.
edit: Lets not forget according to the RCR document the 500 millions are still not refunded if the request is denied for any reason without any need to justify the decision.
