I would actually suggest to the PN| 1IC to tell everyone in this faction, to not enforce meaningless visa laws written by someone that seems that wants Gallia to stay as dead as always been, i always thought these visa laws to be counterproductive and rather stupid, specially in a low population server as this is, and considering there's no war anymore between other houses and Gallia, they're even more stupid, indies from foreign corps won't really bother registering for that, and as soon as they get nuked by some guy that is supposed to protect them, you can be sure they will stay away from Gallia as if it was the plague. Keep enforcing them and the only activity you will see is that one smuggler going 30K above plane that will make you log to waste your time, and no traders means unlawfuls won't log either, let the pirates be the bad guys, and do your job right protecting them instead of harassing them.
Also why are Freelancers in the "Unfriendly" category of your diplo? Freelancers are just law abiding civilians until proven wrong, it would have sense if they were maybe under an "Untrust" category, or simply put them as "Neutral" as most other lawful factions do.
