To add to what JC8 said, take Liberty for example, as of right now pretty much all Gallic corps are allowed to enter Liberty unharmed, and despite that we still rarely get any Gallic civilian players in Liberty. However if you make it even worse, as JC8 said, you won't have any non-Gallic civilians in Gallia, so I highly recommend that you people re-discuss whether that law should be a thing.
