An excellent question. I should really clear up the zoi thing a little, especially for members!
The S/D Agency is in transition from being a Bretonian mercenary faction to being a BH faction with a broader scope.
A lot depends on whether proposed changes go through on the Bounty Hunter i.d. in the next version of the mod. The idea of BH being a kind of police force with the power to wander all around Sirius is objectionable to some people; it also makes the BHG pretty unwieldy and difficult not to control but to keep in balance.
At present I would hope to see members being rotated, as it were, and being moved to other zones for specific purposes and specific lengths of time and exercising very different powers in those zones. Much of this depends on relations with other player factions. I have a few ideas lined up based on this and they are RP exercises principally. I don't see why members would necessarily have to stay in the one zone for ever. Your own character Im sure is anxious to get a chance to have a crack at the corsairs. Patience. Good things come to those who wait.
For example, after a month in Liberty I would see people maybe being sent on a type of S.E.R.E. course (survival, evasion, resistance, escape) - i.e. a month in the Omicrons in a fighter, mapping and trying to stay alive. Or getting transferred to Bretonia to work on a special contract (like the OPG contract) or being assigned to Rheinland to work on a RP contract (there is one about an escaped test subject but that's on hold). It's an idea I have to find time to write into the faction description. This would at least give members the opportunity to "see Sirius", become more experienced and interact with a lot of different factions, but gradually so. Plus if you're on your hunter and there's nothing happening you can switch characters and work on developing another character rather than yield to the temptation to trek all the way to Rheinland from Cambridge because youre bored and you wanna fight.
As for allowing someone to operate in more than one zone at once? Again this comes back to the perception of BHers as a police force with the power to go anywhere. Within reason I cant see why not, but I need to hear what people think first so as to make sure things stay somewhat balanced.
