5th is an Official Faction of Liberty
Then, we would assume, they are part of the Liberty Government.
Would it not have been prudent if the Members of the Government talk to each other? ie. We want to sell our Base, have you got a problem with it?
Or, have an understanding about OFs allowance in building POBs with a set of Rules of what can/cannot be done if they are no longer needed.

Was the new buyer ever informed, beforehand, that the LG would not be happy with its location?
From what we can see, it came out of the blue and with a communication of conform or suffer the consequences (my knowledge of consequences, is it usually ends up in a destroyed Base). We have no idea how much was paid of the Base, but this could end up with some poor soul out of pocket and very upset.

This suggests a lack of communication between the 'Rulers' of Liberty.
