does taking money for the ship means that the 101st vows for the pilots they allow? - asking for money - in RP terms is OK - but it would be better if it was done in RP....
like : if you want to buy a battleship - pay the 101st 250.000.000 credits - why? - cause THEY give you your battleship license in return ( provided it was not included in the purchase price ) -that would be inRP.
asking for an additional fee is a bit unusual - but if they do give something in return ( like vowing for the captain and the ships actions ) - its OK. in the end, by licensing ships - the 101st integrates the ships into "their" command structure - and if we hold up the actions of a military chain up... the one responsible for a captain is the captains superior.
so, imo - asking for a fee is OK - if there is something in return - other than a "we don t kill you". maybe one can make it a fair trade off - you pay the 100m - and the 101 will assist you ( not by bossing you around ) but actually really assist you like among equals to get the RP straight. - that would take some time to work with new players - but it would actually really improve things, and for the assistance, the player pays the money - so its time vs. ingame cash - such a model could be fair.
either way - if that was the plan - it would be nice to put it into the announcement as a written rule, too. - a rule the 101st put upon themselves, a rule the player can refer to when he feels left alone.
