The Base, because it is not a standard POB, had to be moved via a patch. Therefore the Devs had to move it.
It was deemed that they had a 'viable reason' due to what had been done to 0-49.
As for moving POBs and/or changing IFFs, it is a matter of 5-10 minutes work to do.
They have been, over the years, many requests to move POBs. Some of them have stated "I have bought a POB, but I don't like where it is, can you move it 5 Systems away"? and other such requests.
Last year I did some RP over the space of about 8 weeks to have a Battleship wreck moved 1 System. I don't think that Players would be to pleased in having to do this for a POBs and seeing it slowly moved across the System(s) (there again some might not mind).
Some people build their POBs off the Plane, so that it has a chance to survive to get to Core 2 and then want it moved to somewhere more convenient once it has a better survivability.
Possibly a suggestion would be along the lines of:
Move within the same System incurs a 250 million credits cost.
For every System after the first a further 250 million credits cost.
For an IFF change a 500 million credits cost.
These figures are just a suggestion.
This would not stop a free move for POBs impacted by Dev changes to Systems.
The GMs would still have the last say if the move is deemed unreasonable.
These then could be allowed, as the POB name change, once every 6 months, or if necessary increased to once every year.
These will, possibly, make people think about where they place their POBs and what IFF they give it in the first place.
