Rogues, Hackers, Xenos, HF and Seps - there are enough local unlawfuls that can contribute to activity in Liberty meaningfully without needing to sell out their activity to Coalition. Would people honestly rather see dead local unlawful factions but instead a Coalition group that goes everywhere in caps without limits?
And also Outcasts.
Hellfire, Seppies, and Outcasts can field all kinds of caps, while Rogues can field Scyllas, the rest, snubs more or less. It's more of a matter of the actual playerbase of these factions whom are willing to play in Lolberty. Not to mention, Coalition players kinda avoid Lolberty as of late anyway, so I doubt we would have seen Tempest fleets in New York anyhow.
I do think the Outcast ID could have some restricts as well. Although OC ID is a piracy ID and Coalition ID is a terrorist ID; its easier to compare it to the Order ID which does have capital restrictions. Also I've seen plenty of Coalition caps over-extend into Liberty. "Coalition players not feeling like it" is a pretty vague over-generalisation of a group who's membership shifts over time. If an ID has the capacity for ridiculous abuse or is overpowered compared to it's peers, that should be enough of a concern. Disco is one of the last places where you can give people broken toys and expect them to use them with restraint.
