The problem is, there aren't people to explain those laws and help players progress through the game.

If the laws and rules were properly written, presented, and accessible, new players wouldn't need other players to explain them. They would also be more inclined to stay if they aren't confronted with the convoluted mess that current rules and laws posts are. And they would be able to take the people who make themselves responsible of the rules and laws more seriously.

It almost seems like people don't want new players, thinking they would ruin their elite gameplay.

I assure you, that is not the case.

It may not be the case for everyone, but I assure you, there have been people like that in the upper echelons of disco for a long time. Some were very open about it.
