Hand out adaptive nomad weaponry to Freelancers/Pirates? What changed?

Can attack Wild, Nomad, Order, Gammu AI ships, and any ships carrying Nomad remains, Kemwer Munitions, Alien Artifacts, Azurite or equipped with Nomad, Order or AI equipment anywhere.

Can attack Wild, Nomad, Outcasts, BHG, BHG Core, LSF, MND, Kempeitai and BIS ships, and any ships equipped with Nomad equipment.

I wouldn't mind about this implementation, but do youreally want to see Order or Core ganks across Sirius to clean each nomad adapted carrier?

That is, more or less, working as intended. Yes.

This change is the first step in progressing some Nomad machinations and developing how their regional adversaries react to them. The influx of illegal nomad derived tech is expected to cause conflict, which is a key aspect and intention of the change.

The Order will want to curtail their use as a potentially dangerous tech, and possible vector for Nomad influence. The Core will want to curtail their use as an egregious example of IP theft, which is damaging their long term commercial exploitation of the technology.
