The only reasons a pirate can make money in this game, period, are Cruise Disruptors and the F1 rules, and whilst I agree that all the CDs need a good NERFING (and the GUNBOATS, GOD the GUNBOATS, take em away, make 'em work in TEAMS), restricting what a pirate can tax is NOT going to get us anywhere. That'll just make it impossible to make a profit.
