Bounty Hunter ID grants its owner right to fulfil bounty contracts, escort traders, hunt pirates and terrorists, participate in military operations on lawful side. Bounty Hunter ID owner cannot participate in any unlawful actions and trade on regular basis.

Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime.
And for your information, when I made the statement of the Capital systems falling, it was after the Lawfuls in those systems were wiped out not just because they were offline.
