The profit on this was too high. The numbers you mentioned it being balanced for are uh, not correct, and it ended up being noticeably more profitable than ore.

And people really need to log more unlawfuls! Look at those combat numbers! Truly a shamefur dispray from Liberty's outlaws. This might be more balanced when it is held in a region with a smaller lawful population, and they could probably use stronger incentives in the mechanics next time.

Outlaw combat numbers were only tracking corporate ships, so it could just as easily mean that most traders paid. I didn't really want to overcook the outlaw kill bonuses and make it beneficial for them to kill traders as a primary objective.
