I'd say that's assumptive too (about the re-arming Corsairs)--at least on any significant level.

The Junkers have a reputation for being open to anybody not lawfully aligned docking their stations but they pay out missions against the Corsairs at Yanagi.

I'd say that's an indication they know how to balance their activities.

Junkers do what's advantageous to them and don't do whats not advantageous..

They would not be sustaining all the Corsair activity in the region without being aware it could have serious negative consequences. And if Corsairs use Yanagi as their base of operations, they surely would not tolerate the Junkers constantly destroying their bases and forces there.

The most plausible explanation of Corsair activity in the area is access through the Sigma jump holes. Plenty of Corsairs in Sigma 17 & 19 and access from Omicron Gamma to those systems is not hard to find.

The only reasons Junkers would take arms against Corsairs is if it were not a significant portion of Corsair forces (Junkers do not want a Corsair war and couldn't win one anyway) and if it was to keep them from gaining a foothold that they didn't already have.

So Yanagi most likely isn't the "secret Corsair staging area". It might simply be that now and then a Corsair in desperate need is allowed to dock their briefly if he is discrete simply for good relations but that otherwise the Junkers are letting the Corsairs know through their actions against them, "You can't turn this into a Corsair base".
