Measures to improve the welfare of Imperial Rheinland

The Imperial Exchequer Office considers corruption and misappropriation of funds to be the main cause of the substandard financial situation within Rheinland, thus making it the main focus of the Exchequer Office to combat and to implement measures which will help secure and monitor the revenue and spending of the Imperial Government.

The corruption within the former borders of the Federal Republic of Rheinland, now the Kaiserreich Rheinland, is having a major impact on the citizens on Imperial Rheinland, as this may deprive them of access to better facilities and Medical treatment, better infrastructure, quality of services ,social programs and it may erode the citizen trust in the government.

In the past, there were reports of corruption within the Governmental Services and a misappropriation of funds, through various transfers done between departments or companies, without keeping a clear and clean audit trail.

Therefore, the Imperial Office of Exchequer will focus its attention towards both government organisations and corporations/companies/local businesses, using the latest technologies to capture, analyse and share data in an effort to prevent, detect and deter any corruption acts.

The Imperial Exchequer Office, in collaboration with the Rheinland Imperial Police, is creating house-wide initiatives, such as:

• Provision of clear guidelines regarding the usage of governmental funds, both revenue and spending related issues.
  
• Trimester audits to all economical entities within Kaiserreich Rheinland.
  
• Assistance in the implementation of transparency and accountability of Corporations/Companies/Local Businesses.
  
• Creation of strategic spending plans and budgets for the Imperial Government and monitoring of any variances, creating changes as required to better reflect the reality in the field.
  
• Engagement in meetings and provision of trainings in anti-corruption methods and ethical codes with the Corporations/Companies/Local Businesses and Local Imperial Authorities.
  
• Assistance and coordination with Rheinland Imperial Police to identify and return any misappropriated funds or goods.
  
• Monitor of the revenue of citizens and corporations/government local authorities to identify any possible source of illicit funds and proceed to investigate it.
  
• Creating and working closely with law enforcement agencies to bring accused persons to justice and prosecute them.
  
• Promoting transparency and access to information regarding budgets. (exceptions being Law Enforcement agencies and Military spending, as these are classified as State Secret)
  
• Empowering the Citizens to be able to ask and demand for any related documents and issues, even proposing ways of dealing with the House finances in a better way. (Exception being the budgets of Law Enforcement Agencies and Military spending)
  
• Closure of inter-house financial loopholes, by having any Rheinlandic Corporation/Company/Local business from declaring their registration on the so called financial heavens if they operate within Rheinland and will be required to adhere to the Kaiserliche Einnahmen und Investitionsplan (KEI).
