[completed] Game downtime for server move

Due to suspected hardware failure/degradation, among other things, a game server migration is happening.
There will be some (hopefully not too long) downtime as I'll need to shut down the old FLServer, take a copy of all the files and move it to the new server. Once this is done people will need to restart their launchers.
I intend to begin the process at 2300 UTC. While this is ongoing, the web server should remain up and the basic functionality of the forums should work, but some more advanced functionality like the API-related things may be down.
