Playing in an ooRP way in an RP environment is not something that should be encouraged. By your suggestion we should make bounty hunting ooRP.... trading ooRP... turning every means of money-making ooRP until it's removed from roleplay. Omicrons should not become the designated lolwut zone where ooRP reigns free. Your suggestions are bad, but your post otherwise details the exact problems with Delta right now, and why there should really be a fix. Shooting people over and over isn't the solution, and I think that will only encourage them as it then means they can get both PvE AND PvP. People will say there's a rule that covers this, but my opinion is that rule is not sufficient to deal with this case as it is too vague and allows too much room to get around it.

I don't think you understand my suggestion. I'm not saying make the entire playing environment ooRP, but segment it so that the core experience IS RP and those that want to PVE has their own little corner to do so in (like Conn, for example). Make it so that it is not profitable to ooRP but capitalize on the 'fun' factor that Delta seems to be capsulating players with. However, I do disagree with the current state of affairs when it comes to Delta. A decision should be made whether RP rules are going to be enforced or enable a 'playground' system for PVE players of all factions to play in. By no means am I suggesting RP be removed from gameplay.

PVE should be closely tied with RP. It's not even an object for discussion.

I agree. I myself have been subjected to this. I did a mission in Cali recently that kicked my butt and then I was jumped by 3 players. I had to flee and return to friendly territory. I wasn't mad and they would have had every right to laugh at me if I cried 'PVE'. However, there is a discussion to potentially set aside an area that is just PVE only much like Conn is no RP PVP. We are literally having the discussion now.
