I see no problem with asking for solid role play from would be cap ship owners and restricting the Dreadnaught is also reasonable.
What possible use would an independent player who is playing with maybe one or two friends and not only is not looking to join a faction but could really care less about role play?
The answer is simple he wants to cap/pvp whore with it.
A Dreadnaught is not only supposed to be a symbol of power it should be meant as a command vessel for an entire fleet not someone's personal kill every thing in sight play toy.
Think of it along these lines.
During WWII the United States most powerful ship was the Iowa class battleship we had 7 of them i think. Now what are the chances that the US would have sold one of those to another country not involved in that war? Absolutely ZERO!! We would not have sold one even to our allies let alone some yahoo who just wanted to sail it around and kill any ship he saw on sight with it.
So we have the outcasts who are at war with the corsairs saying they will only sell a dread where it can be of use to them in their war efforts ( official outcast factions) and i say that is as it SHOULD be. I think some of the crying over this is from those who just wanted to show how big their Epeen is.
