There actually were plans on the CR-Bretonia war for Harris, and Liberty was to side with CR on this one. That would be dumb, but what happens with Harris right now is not much better.
As for the other things, Bretonia claiming victory in war single handly is not the best way to approach the end of the war. This is a topic for yet ANOTHER thread. Right, Bretonia is gaining south systems to compensate for the losses in the north already, planet to populate and a number of shipyards to compensate for the loss of Southampton. Bretonian shipyards rather fall under the C category of OP post.
But throwing police planets and fleets outside of ZOI through your hard border, which is Leeds for Bretonia is very questionable. I hope the devs will eventually come here and answer what's up and why Bretonia is not focusing on their strategic expansion to the south. Along with the very weird absence of content to whatever moves Bretonia makes in the north, quit "trading" at this point.
Harris is one of the showcasing things, alongside the Sprague population issue. I intentionally do not bring up stuff like Aland. Though the story team did not change a lot since the time of Durandal, they usually deny responsibility for those. Alright. So we only talk about recent patches.
