The really small ones exist for piracy (and noobs I guess), the ones that don't have CDs exist for factions that can't fly 5ks, and for those who wish to fly more defensible ships when trading.

I kinda see this point, but flying for a faction should also be motivated heavily by the faction's lore and one's RP intent....and the more expansive ship permissions and ZOI rules are not something that is constantly limiting you, e.g. whether you are a Rogue gunboat or an Outcast gunboat in California is ultimately the same, whereas making a lower profit from an activity is something that's always "active".

Particularly bad example since the Sleipnir is one of the worst VHFs, far worse than the Wraith, and in general VHFs are supposed to perform differently, but fairly balanced towards each other. That is not the case here at all.
Your analogies are awful, none of these things are remotely comparable to economic balance and even distantly approach a balance problem of the magnitude of "the entire trade system is obsolete".
