To upgrade a base to the next level, or to build relevant base modules you have to basically bring in tons and tons of stuff from all over Sirius. That hasn't changed. There is a base guide in the forum that specifies the requirements.
No, back around 2014-2016 for core upgrades you actually had to apply to the GMs and prove that there was RP around the supply of the base as well as explain how the base has fulfilled it's purpose and the owner's future plans for the base. It was a measure, i believe, to make sure that bases actually contributed to RP and the server. Here's the old thread to have a look at.
Dont know if that's still done these days. If it isnt, bringing it back might help with the filtering of POBs so that they do provide a benefit (and a proper cash sink) rather than just existing, getting quickly upgraded and, depending on location, becoming a nuisance.
