Your comment also makes me wonder if it is necessary to change.
It could also mean siege ships can be run the same way... I suspect it could well have already been done! (One player shooting a PoB with two capital ships would be far easier to do than flying two bulk cargo ships simultaneously through trade-lanes etc.).
