^ Anyone with an ounce of computer savy can already do this using a VPN / or even just a tethered connection from your mobile, completely undetected, unless somebody notices during the interaction and reports him. The rule as it currently stands acts as just a slight deterrent to abuse.
So I'm all for lifting the rule for at least one additional client / connection. This would also fix problems with people who play at a friend's house, or family playing in the same household, or even some cases when the ISP is using the same address for multiple people (which is becoming more common lately because of IPv4 address shortage).
