An update from my side: Until GalaxyGen tools become sufficient enough for my requirements, we have decided to go with "starter systems+neighbors" route, instead of a full-fledged static galaxy. And I am more than halfway through to complete each faction's systems. In some cases like Xenos, Bundschuh or GC, we are going an "alternate history" route due to how stellaris mechanics works.
