Well Igiss the point is that no-one is allowed to protect any NPC's in the whole of New York, yet pirates and terrorists can go nuts. This doesn't really fit with roleplay... If they're still allowed to blow up all the military patrols around Fort Bush, shouldn't we also be allowed to defend them? The easiest option is just to outlaw all weapon-fire in New York (with obvious exceptions of missions and what is already stated in the rules), then it's clear to everyone and there are no grey areas.
