I may amend NY rule with one statement -

attacking lawful (police, navy, trader) NPC ships in New York is prohibited.

So that bounty hunters and pirates won't count. Still I'm not sure... what if a player is hostile to everything in this system? Is it allwed to fire back if NPCs attack?
