Is this a straight up openly evil Royalist aggressive faction that would glass stuff again if it got the chance?

I'd say this is dependent on individual characters. Obviously, every Enclave faction now has to "live with" the fact that Leeds was glassed and they're immediately painted as nasty, evil people. Individual characters can obviously agree or disagree with the decision, to varying degrees. One of my characters (Maurice Cornett) isn't a fan, another (Gilbert Lebeau) would "do it again in a heartbeat".
