Faction players join a faction that prohibits use of many caps because they believe in it, or want to give it a try, they are not controlled by their faction leaders to do this. Also, often enough, they have their own capitalships, outside of the faction banner. Factions don't force members to join, so members must only join if they think its ok.
They make an agreement to do something that they think will make the game more fun, and factions try to defend those people who agreed to be VULNERABLE by keeping the dangerous ships out of their hair. If I have two fighters on patrol, a hussar and a templar, and a hostile BC with 2 missile turrets attacks them, they probably will not be able to drop its shield. Its probable that they will not get any help, and the BC may even call in support to help it chase them down. This needs only happen a few times before every indie in a BC is hugely mistrusted. We don't know you, and the last guy who looked like you ruined our day.
