Current cloaking sound is good to be not really annoying for hearing in a long time.
if you want super cloak detecting... it can be made as additional console msg: "Cloaking device has been detected"
Not sure if there is point in it though, as it can slightly defeat cloaks because they will be easily noticed even by brain dead people.
It can be made as turned off by default feature though. So brain dead people will not see it.
Or actually it can be made as less suspicious phrase: "Zeta waves were detected"
