ZOI reflects not only the ooRP side which indicates where people can initiate fight and enforce inRP laws, but also inRP sphere of influence that indicates where most of the representatives of the faction are. inRP, for example, Outcasts are few and far between in Rheinland region while Corsairs - in Liberty. To construct a whole base is quite an assertion of influence, hence it is quite weird a faction would build a POB outside ZOI. Still, we decent RP everything is possible, I used to build POBs as Coalition in deepest of Omicrons as research outposts. This prompts another point - the RP around a POB. This POB seems to have minimal RP if any, similarly to GAI's RP in Bretonia. Moreover, there is no simple adequate RP take on GAI, which is another reason why people draw attention to this POB. Current attempts at roleplaying AI are too human-like and too far from actual AI whether it is a killerbot or an enigma beyond comprehension.
