And for the Military supplies? Also, given that this is Enclave, the glassers of Leeds, non-combatant is kind of not a viable story to play with. That's the entire prospect of such things as Mutual Assured Destruction. If one side was perfectly ok with genocide, then all who support that side will be assumed to have been ok with the action. The same goes for committing the action. Also, since I've been told that this is Kusari's vengeance war, and not actually about the dumb "get all the warwolves", how would Royalist civilians even matter to them? Wars fought on emotional standpoints generally have a "no holds barred" attitude anyway.
