His methods certainly seemed to corroborate that much, balanced between instances of guardianship over smaller and independent diasporas like the IMG and Zoners. But an equivalent, if not greater tendency to inflict gruesome yet petty vengeance upon those who were not always aware of the part they played in the plight of the Xenos.
