Generaloberinspektor was indeed, quiet as the delegation walked down the hallways through narrow corridors... but rather - because she was deep in thought. She personally did all possible preparation for that day an agent of her rank would have deemed necessary: her Folkvangr - is in position in Taunusfeld, direct communcation line with it established, tested and is running stable as well as her life signs being constantly monitored.
In addition, Wilcke herself has been carrying an entire arsenal of assorted weapons - she's not only a delegate - she's also a security measure.
