Wise question... can indies and officials of the same IFF, cooperate as one team?

Yes, if an OF joins, they can have indies with them. Although you may use it as a recruiting opportunity while you're at it.

There are a small number, and by that I mean small, of corporate IDs with cap access. Should any of those bid and succeed, we'll keep everything to gunboats and below as those are what the vast majority of corporate IDs can access.
