Description of report: As the last report I have made, the law 4.1 of Liberty has been broken, but this time by a certain Haldor, a Freelancer with the same ID and IFF. He had Vengeance. His ship was a civilian freighter, the Kestrel. I gave the order to cut his engines, but he did not apply, so I open the fire with some help, but we did not have CD so he escaped. Next time I see him, he will be surprised. Also, he did not speak so I guessed he was a traficant. I hope it is not true...

Recommendations: Use force to cut his engines with CD.
