Description of report: Jumping from Pennsylvania to New York and after entering the system I proceeded to hear a cloaked ship and heard the voice from a ship stating - "Ah the supply ship " - which with this statement seems to suggest that this individual is actually watching our operations.
Now as far as I am aware this individual seems to be some sort of spy and I am suggesting that the Combat section of the 46th aprehend or at least detain this individual.
He would not uncloak or in any way identify himself and also after my encounter made my way to Manhatten where the individual disrupted a trade lane which I am lead to believe is an offence on its own.

Recommendations: Combat vessels should be informed of this and should be instructed as best by the High Command and what should be done.
