The intent is to attempt to somewhat follow vanilla lore regarding the Cardamine route from Malta to Rochester and encourage specific faction gameplay related to the route by providing advantages through area access or immediately-payable bounties (BHG, Police, etc.). The snub restriction for BHG IDs was partially gameplay (gunboats aren't the most fun in fields) and partially to mirror the ships you do find in those areas.
