Incident: Potential smuggler in New Tokyo

Details of Event: The target, William.Orbit, was identified as a potential Nox smuggler through the trade lane scanner. Unfortunately, he was unable to be located.

Action(s) Taken: Through the trade lane scanner, I noticed the target may have Nox in his cargo hold. As I was occupied at a meeting at Kansai Research Station, I radioed Inspector Black to see if he was available to investigate. Unfortunately, the target ceased to appear on the trade lane scanner. Inspector Black attempted to locate the target but was unable to do so.
