Description of report: Doing a normal patrol and entered Texas and decided to visit restricted area Virginia.
When I got to Virginia I decided to just have a quick peek in Omicron Nu, and once there a Freelancer passed me firstly with illegal cargo.
I proceeded to follow him through the jump gate, and eventually managed to stop him after the restricted lane ended and after hailing the vessel at least twice he did stop. He had Nomad remains aboard and I proceeded to inform him to drop the Cargo and after the jetison i destroyed them. After destroying the cargo I proceeded to fine him 5 million credits and warned him to stay clear of the restricted area and also read the Liberty Law rules.

I then proceeded back to New York and as I approached planet Houston Texas, another freelancer passed me and a quick scan showed he had Diplomats aboard an unsuitable vessel.
This individual proceeded to drop off the Diplomats at Norfolk Shipyard where they will be transferred to a suitable vessel to continue their journey. After he proceeded to enter space again, I warned him to cease carrying passengers in the vessel he had and again to read Liberty Laws on suitable passenger conditions.

Recommendations: Mostly suggested to these two to read the relevant Laws and to obey them next time.
