I literally haven't seen this once in the hundreds of hours logged from our guys, nor my DSace shows any in local - DSace showed 3 instances and all in group chat. The isolated one player doing this in local as you have pointed out has been advised that this is not acceptable. Everyone very well understands how the game works, it was surprising this was used to say the least.
Also - is it just me who didn't know this is an emoji in the first place when it was used in group? Maybe I am old.
