well, you gotto ask yourself - "why does a zoner want to fly a cruiser" - usually a zoner in a warship is guarding his/her freeport. and as a result does not travel around anymore. since zoners have no real enemies, they hardly need their strong fleet to do much more than intimidate others that might have interests in the freeports.

but if you insist on travelling around - you ll face certain difficulties. - firstly, there are - as you realized, the outcasts and its allies. - zoners are balancing on an edge of a knife. - they are "just useful enough not to be attacked by anyone" - that is different to being neutral. - a zoner in a fully armed warship might shift that balance - and then bring you down.

what a zoner might do is - he might fly an unarmed cruiser if he wishes to travel around. - a huntress without ANY weapons might even be allowed to operate near outcast home territory ( though considered suspiciously, cause its no big thing to arm it ) - a fully armed cruiser however will not only cause hostilities in outcast territory, but might also cause uproar in house space.

but yes, basicly, you should be allowed to fly a huntress if you really want - but it is not advisable, unless you re dedicated to a protection of a freeport ( no, not any/all - but a specific one ) - zoners are no nomads ( literally ) they settle down at a station and consider it a home. - they trade, but still have a home in the borderworlds or the edge systems.
