To the Head Command of the 46th Fleet,

After analyzing the classified document, the Liberty Navy First Fleet decided not to make further investigations. Corsairs shouldn't be trusted, and as your pilot Delta-13 says himself in his report, the Corsair showed sympathy to the Force that are openly hostile to Libertarian law enforcements. This only should have been enough for you not to even believe what this Corsair was possibly true. It looks more as if they tried to draw our forces around the Kusarian border, than actually paying attention to our foot in the Omicrons.

Their claims about Kusari trying to wage war against Liberty seem off. Our latest intelligence reports showed that Kusari had not the economic nor the military power required to enter a war against Liberty, and we strongly believe that the situation has not changed.

Plus, investigating such a matter would create a massive diplomatic issue, if Kusari had the chance of hearing about it, and the First Fleet will not allow other public forces to deteriorate the cordial relationship between the two Houses.

You mentionned different Kusarian incursions in Liberty. We have never heard about them, and if you have any data related to that, the First Fleet - and surely the Intelligence Agencies and the 5th Fleet - are interested in getting a hold on them. We would like to know what intelligence you have that we do not, so that we can coordinate our fleet movements.

As far as the First Fleet is concerned, the next time your pilots encounter the Corsairs in Libertarian space, they are to be shot on sight, as they are listed as a criminal organization under the Liberty Laws Section 3.
